NEW: The City of Clayton is now accepting online solar permit submittals.

The link below provides access to Contra Costa County’s requirements for an online submittal for new rooftop residential PV systems. Other features of the County’s ePermit Center available to the residents of Clayton include electronic submittal of residential building permits which do not require plan review (electrical, plumbing, mechanical and re-roof), payment of fees, schedule inspections, and permit status.

**A current Clayton Business License needs to be on file prior to building permit issuance. Clayton Business Licenses can only be obtained at Clayton City Hall.** Business License Fees (Non General Gross Receipts or Contractors)

Why does a City Building Permit go to the County?

The City of Clayton contracts with Contra Costa County for all building permit and inspection services. The Building Inspection Division issues building permits and conducts inspections in conformance with the latest California Building, Electrical, Plumbing, Mechanical, Residential, and Green Building Standards Codes.

Do I Need A Building Permit?

Most building, demolition, and home improvement projects require a building permit. This includes, but is not limited to: pools/spas, accessory buildings, and structures, residential additions and alterations, decks/gazebos/arbors, kitchen and bath remodels, replacement of furnaces, air conditioners, water heaters, patios, exterior doors and windows, electrical, re-roofs, new residential and commercial buildings, signs, and tenant improvements.

Exceptions

  • One-story detached buildings less than 120 square feet when electricity and plumbing are not installed;
  • Fences six feet or less in height*;
  • Retaining walls that are three feet or less*;
  • Decks, walkways, or driveways 30 inches or less above grade*; or
  • Painting or other similar finishing material

Building Permit Approval Process

All building permit application submittals must have the required information, which may include: construction plans, structural engineering and energy design calculations, soils reports, and other specifications that may be required to show compliance with applicable codes and design standards.

Submittal Process

    • Electronic submittal: If your permit qualifies as one that can be submitted via the ePermit Center (residential rooftop solar, electrical, plumbing, mechanical, or re-roof) follow the instructions described on the County’s website. Before the County will issue a building permit for work performed in Clayton, a Clayton Business License is required of all contractors.
    • For projects that do not qualify to be submitted via the ePermit Center, please follow the step by step instructions laid out below:

Step 1: Submit four copies of your plan sets along with a completed Building Permit Application form to:

The plans will be reviewed for zoning compliance, engineering review (if required), Stormwater Permit  (if required), and Construction and Demolition Debris Recycling Plan (if required). Verification of a current Clayton Business License for each contractor will be done at this time. Business License Fees (Non General Gross Receipts or Contractors)

 

Step 2: If changes or connections are proposed to the sanitary sewer system, the plans must be reviewed and approved by the City of Concord Permit Center:

Step 3: Lastly, the plans can be submitted to the Contra Costa County Building Inspection Department for construction plan check, payment of building permit fees, issuance of building permits, and inspections.   Note: The costs associated with the building permit will vary based on the type of construction work.
