City Manager

In a Council - Manager form of local government such as Clayton, the City Manager functions as the chief executive officer of the City. Appointed by the entire City Council, the City Manager serves at the will and pleasure of the City Council and takes policy direction from the City Council during regular and special public meetings. The City Manager is charged with daily overseeing all public services provided by the municipality.

The City Manager is responsible to ensure that all laws and ordinances adopted by the City Council are properly implemented and enforced, and manages the preparation of the City's annual budget which must be adopted by the City Council by July 1st. Each Department Head of the City is hired by and supervised by the City Manager. Together they form the team ultimately accountable for administering the day-to-day operations of the City's services to the community.

In Clayton, the City Manager also serves as the Executive Director of the Clayton Redevelopment Agency (RDA) and the Clayton Public Financing Authority (CFA).

CURRENT CITY MANAGER
Gary A. Napper presently serves the City of Clayton as its City Manager. Mr. Napper came to Clayton in November 2001 after previous tenure in 3 other California cities as their city manager: Morro Bay (pop. 10,000), Ceres (pop. 33,000), and Glendora (pop. 54,000). He has been employed as a California city manager for over 25 years, and has worked in various California cities for the past 32 years.

Mr. Napper is a native Californian born and raised in Long Beach. He graduated from UCLA with a Bachelor Degree in Political Science and holds a Master of Public Administration Degree (MPA) from California State University, Long Beach [Summa Cum Laude].
