Adopted City Budgets


The City’s fiscal year runs from July 1st through June 30th. Each year, the Finance Manager, under direction from the City Manager, compiles an annual operating budget for the City. The adopted operating budget also incorporates the City’s 5-year Capital Improvement Program (CIP) budget, which is prepared by the City Engineer. The following is a rough timeline of important annual milestones in the City’s budget preparation, approval and monitoring process:

Budget Preparation and Adoption

  • In January/February, the City Council and City Manager meet to set the goals a priorities for the upcoming fiscal year
  • In March/April, department heads work with the Finance Manager to compile preliminary departmental budgets.
  • In May/June, the Finance Manager and City Manager present the Proposed Budget to the City Council Budget Sub-Committee.
  • In May/June, the Proposed Budget is introduced at a regular City Council meeting. At this meeting, members of the public are invited to comment on the budget and the City Council may direct staff on specific policy direction.
  • In June, the Proposed Budget and any changes made to it from the budget introduction meeting is adopted by the City Council via Resolution.
  • In January, the Finance Manager and City Manager present the Mid-Year Budget results to the City Council Budget Sub-Committee.
  • In mid/late February, after key financial information is made available by the State and County, the Finance Manager presents the Mid-Year Budget results to the City Council. Any budget amendments recommended to and adopted by the City Council at this meeting would be incorporated into the current year’s operating budget.
